The New Internet Governance Complexity

The internet is both a tool and an object of multilateral cooperation. Its governance has become increasingly complex, involving various players with diverse visions and working cultures. Intergovernmental organizations, especially the ones under the United Nations, have Internet Governance issues on their agendas. However, key critical resources - root servers, domain names, IP addresses and Internet Protocols - are managed by private corporations such as the ICANN. To bring the various players into a process of enhanced cooperation, the World Summit on the Information Society (WSIS) established a multistakeholder dialogue via " the Internet Governance Forum" (IGF).
The United Nations recently renewed the mandate of the IGF for another five year and established a working group which will look into ways how to "improve" the IGF. What is the internet governance and where is it actually heading? Can the multi-stakeholder based internet model serve as catalyst for new ways of international cooperation and cyber-diplomacy? The meeting offers a good opportunity to engage in discussion with one of the leading academics of the World Summit on Information Society (WSIS) process.
